On 9 March 2017, Armenia <\/span><a href=\"http:\/\/www.gov.am\/en\/armeniaeiti\/\"><span style=\"font-weight: 400;\">became<\/span><\/a><span style=\"font-weight: 400;\"> a <\/span><span style=\"font-weight: 400;\">candidate country for the Extractive Industries Transparency Initiative (EITI). <\/span><span style=\"font-weight: 400;\">Candidacy means the country must undertake a series of reforms within a set <\/span><a href=\"http:\/\/www.gov.am\/u_files\/file\/ardyunaberakan-cragir\/EITI_Workplan_Armenia_arm(1).pdf\"><span style=\"font-weight: 400;\">timeframe<\/span><\/a> <span style=\"font-weight: 400;\">to comply with standards of transparency and accountability.<\/span><\/p>\n<h3 style=\"text-align: justify;\"><strong>The Situation<\/strong><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Armenia is rich in a number of metal ores: iron, copper, molybdenum, lead, zinc, gold, silver, aluminum, and rare metals which naturally occur in the aforementioned ores. Copper and molybdenum are the most significant for the country. The largest mine in the country, the Kajaran copper and molybdenum mine, claims reserves of \u00a02.24\u00a0billion tonnes of ore\u2009\u2014\u2009<\/span><a href=\"http:\/\/www.cronimet-mining.com\/en\/mining\/operations\/armenia\/\"><span style=\"font-weight: 400;\">6 percent<\/span><\/a><span style=\"font-weight: 400;\"> of global molybdenum reserves. Kajaran also accounts for 60% of mining turnover in the country. Given its confirmed reserves and the current rate of mining (18\u00a0million tonnes per year), the mine could be <\/span><a href=\"http:\/\/documents.worldbank.org\/curated\/en\/810031468197953609\/pdf\/106237-ARMENIAN-WP-P155900-PUBLIC.pdf\"><span style=\"font-weight: 400;\">operational<\/span><\/a><span style=\"font-weight: 400;\"> \u00a0for another 100\u2013120 years. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">According to <\/span><a href=\"http:\/\/www.minenergy.am\/en\/page\/472\"><span style=\"font-weight: 400;\">data<\/span><\/a><span style=\"font-weight: 400;\"> from the Ministry of Energy Infrastructure and Natural Resources, there are <\/span><span style=\"font-weight: 400;\">670 solid mineral mines, 30 out of which are metal mines. On 1 January of 2017, there were <\/span><a href=\"http:\/\/www.minenergy.am\/en\/page\/422\"><span style=\"font-weight: 400;\">431<\/span><\/a> <span style=\"font-weight: 400;\">mining companies licensed in the country, 28 of which are for metals. Copper, gold, and molybdenum have the largest share of Armenian metal exports. Eighteen of the 28 licensed mines contain polymetals and gold, 9 contain copper and molybdenum, and 1 contains iron.<\/span><\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-4291\" src=\"https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/Mining-in-Armenia-2.jpg\" alt=\"\" width=\"5837\" height=\"5736\" srcset=\"https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/Mining-in-Armenia-2.jpg 5837w, https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/Mining-in-Armenia-2-300x295.jpg 300w, https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/Mining-in-Armenia-2-768x755.jpg 768w, https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/Mining-in-Armenia-2-1024x1006.jpg 1024w, https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/Mining-in-Armenia-2-65x65.jpg 65w, https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/Mining-in-Armenia-2-990x973.jpg 990w, https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/Mining-in-Armenia-2-1320x1297.jpg 1320w\" sizes=\"auto, (max-width: 5837px) 100vw, 5837px\" \/><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The mining sector employs around 10,000 people. The nominal monthly <\/span><a href=\"http:\/\/armstat.am\/file\/article\/sv_12_16a_142.pdf\"><span style=\"font-weight: 400;\">salary <\/span><\/a><span style=\"font-weight: 400;\">\u00a0in the industry is \u058f345,000 ($710), which is double the national average salary (the high salary is <\/span><a href=\"http:\/\/armstat.am\/file\/article\/sv_12_16a_142.pdf\"><span style=\"font-weight: 400;\">because<\/span><\/a> <span style=\"font-weight: 400;\">of the high value of the product, profitability of the sector, and work-related life and health hazards).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">According to the official data, in 2015, 16.4% of the entire industrial output of the country <\/span><a href=\"http:\/\/armstat.am\/file\/article\/5nish-12-2016.pdf\"><span style=\"font-weight: 400;\">was in <\/span><\/a><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">mining (\u058f221\u00a0billion, $456\u00a0million); next year, the number was 16.7% (\u058f239\u00a0billion, $494\u00a0million). Mining accounted for 4.4% of GDP in <\/span><a href=\"http:\/\/armstat.am\/file\/article\/sv_12_16a_121.pdf\"><span style=\"font-weight: 400;\">2015<\/span><\/a><span style=\"font-weight: 400;\">; in 2016, this number fell to <\/span><a href=\"http:\/\/armstat.am\/am\/?nid=202\"><span style=\"font-weight: 400;\">2.6%<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">However, the share of the industry in exports remains over 50%, with \u00a0copper alone taking up 23-26% all exports. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">As a result, mining and associated industries are an important source of government revenue; companies operating in the sector are large taxpayers. In 2016, 11 of the 1,200 largest tax-paying companies were related to mining, and the taxes paid by these companies (including customs, duties as well as other dues to the state budget) <\/span><a href=\"http:\/\/harkatu.am\/companies\/en?2#fy\/2016\/in\/21\/fq\/Q1\"><span style=\"font-weight: 400;\">totaled<\/span><\/a> <span style=\"font-weight: 400;\">around \u058f39.1\u00a0billion ($80.8\u00a0million).<\/span><\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-4292\" src=\"https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/mining-english.png\" alt=\"\" width=\"798\" height=\"1178\" srcset=\"https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/mining-english.png 798w, https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/mining-english-203x300.png 203w, https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/mining-english-768x1134.png 768w, https:\/\/ampop.am\/wp-content\/uploads\/2018\/02\/mining-english-694x1024.png 694w\" sizes=\"auto, (max-width: 798px) 100vw, 798px\" \/><\/p>\n<h3 style=\"text-align: justify;\"><strong>Lack of transparency<\/strong><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Despite the sector\u2019s economic importance, transparency of information regarding the owners of the mines is problematic, as there are simply no publicly available names of shareholders of the companies. The companies\u2019 official websites also do not contain any ownership details. There is hope, however, \u00a0that EITI membership could bring greater transparency.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The second largest copper mine after Kajaran is the Teghut mine in northern Armenia\u2019s Lori Province, which belongs to the Vallex Group. The mine became operational in late 2014. According to the company\u2019s <\/span><a href=\"http:\/\/teghout.vallexgroup.am\/en\/Economic-Activity-Teghout-Copper-Molybdenum-Deposit\"><span style=\"font-weight: 400;\">website<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">the mine contains 454 million tonnes of ore with concentrations of 0.36% of copper and 0.02% molybdenum. The processing plant is expected to have a capacity of 7\u00a0million tonnes per year. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Gold mining is primarily from the Sotk mine (Gegharkunik). Gold is also a major product of Dundee Precious Metals\u2019 Shahumyan mine. Lydian International\u2019s Amulsar mine also contains gold ores which are low in concentration but vast in volume. The latter obtained its license in 2012, and construction is planned to be completed by the Spring of <\/span><a href=\"http:\/\/www.lragir.am\/index\/arm\/0\/country\/rss\/151613\"><span style=\"font-weight: 400;\">2018<\/span><\/a><span style=\"font-weight: 400;\">. The first gold bar is expected to be molded in March <\/span><span style=\"font-weight: 400;\">2018.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">According to Lydian International\u2019s <\/span><a href=\"http:\/\/www.lydianinternational.co.uk\/projects\/amulsar\/resources-and-reserves\"><span style=\"font-weight: 400;\">website<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">the mine contains reserves (meaning concentrations at least 0.2 grams per tonne) of 67 million\u00a0tonnes. The actual average concentration of metals in the ore in this mine is, however 0.79 grams per tonne for gold and 3.68 grams per tonne for silver. They say they intend to operate the mine for 10 years, producing 5,700\u00a0kilograms of gold per year. Yearly revenue, calculated from current market prices, will average around $200\u00a0million per year. <\/span><\/p>\n<h3 style=\"text-align: justify;\"><strong>The Background<\/strong><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Mining in Armenia goes back centuries. Copper mining in Alaverdi (Lori Province) started in 1770 and in Kapan in 1840. The Kajaran mine was opened in the mid 20th century. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">During Soviet years, the mines and factories of Kapan, Alaverdi and Agarak, Zod (Sotk), and Ararat were the giants of the Armenian mining industry. Armenia played a significant role in the the USSR\u2019s mining sector, and was the <\/span><a href=\"http:\/\/armenianhouse.org\/avetisyan\/soviet-armenia-industry.html\"><span style=\"font-weight: 400;\">3rd<\/span><\/a> <span style=\"font-weight: 400;\">largest mining republic after Russia and Kazakhstan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">After the collapse, mining companies which were previously state-owned were gradually privatised, lasting up until the mid-2000s, after which the state no longer had any share in mining. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is the story of the privatisation of the largest company, the Zangezur copper-molybdenum factory in <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/1575060.html\"><span style=\"font-weight: 400;\">2004<\/span><\/a><span style=\"font-weight: 400;\">, that is the most noteworthy. From this company, 60% of shares were obtained by German company Chronimed, 15% by Armenian company Makur Yerkat, while Armenian Molybdenum Production and Zangezur Mining took 12.5% each. The face value of the shares totalled only $132\u00a0million. <\/span><\/p>\n<h3 style=\"text-align: justify;\"><strong>The Argument<\/strong><\/h3>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In every country, expansion of the mining industry is usually criticised by a considerable share of society. The main issue is that non-sustainable development of the sector comes with environmental risks and environmental damage to surrounding areas. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">This is the reason environmental movements protest against unsustainable use of natural resources, and sometimes even demand a stop to mining altogether. There have been active environmental movements in Armenia since the mid-2000s, and these gained new momentum when several new mines started to operate. \u2018Save Teghut\u2019 was one of the most active civic initiatives in Armenia. Its aim was to prevent the operation of mines in Teghut by Vallex. Vallex obtained a license for the mine in 2007, but it became operational only in 2014. The delay was partly caused by these active civic initiatives. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The result of these active civic movements is that mining companies now see a civic hand over them, and are careful to avoid it.
